This is a complication that is best dealt with by hand. In Sibelius the ff was attached to the rest and then spatially moved to be under the first grace note. This is semantically incorrect, but is probably necessary because of how Sibelius places dynamics and grace notes: It will place dynamics for the main note before the grace notes, which I consider a bug, particuarly related to this example where there is an sffz on the note and an ff on a grace note.
