T402: Rests in the 2nd Layer with an Active 1st Layer #17

Is there a way to force rests to appear below the staff on the same horizontal plane? I'm noticing that often when there is a full measure rest in a stave with more than one active layer; the rests move around to various lines with no real consistency.

T397 Oboe I+II also has this issue; albeit with both layers active.

This is also occurring in T451, in the flutes during the 5th and 6th measures of the excerpt.

The solution is to give the rest a pitch. For example if there is a whole rest, 1r; you can change its position by adding pitch, 1rb,
