Like discussed in https://github.com/polysemy-research/polysemy/pull/223, this is the simple base Tagged effect which we'll stick in polysemy-zoo for the time being.

I've also updated the stack.yaml to specify the correct polysemy version, as well as bump the version

I'm going to merge this in immediately, once the check passes, since you already gave the go-ahead.
