Fix tests and run in CI #31

Some refactoring on consul configs to depend more on settings.rs, fixes tests, and runs them in CI. Related to https://github.com/polyswarm/relay/issues/13 and https://github.com/polyswarm/relay/issues/18.

I think cargo fmt is giving us different results. When I ran it it formatted the code like this --> 6d91e7e
