The TokenGovernor provides the interface for registering multi-chain native (ERC6160) assets on hyperbridge, so they can created and added to the TokenGateway contracts on it's connected chains. This PR also introduces the TokenRegistrar which allows for collecting registration fees on any chain, so that the asset metadata can be provided to the hyperbridge chain as an unsigned extrinsic
