I did try investigating it, but I'm not too sure. Weasel on Mac worked for me, so the issue is probably Windows only.
Global Speed listens to the "code" parameter which should correspond to the physical QWERTY key. Other extensions might listen to the "key" parameter which corresponds to the actual key press.
It's possible that weasel and iFly on WIndows aren't triggering a "code", but only a "key". I will look into adding an option to use the "key" instead of "code".
I have encountered the same problem and look forward to solving it.
实测 win10 Edge Firefox 搜狗、微软谷歌日语各种组合均有效。应该是单纯输入法的问题了,有没有试过其他用到快捷键的插件?

System: Windows 11 23H1 ("Family Chinese Version( 家庭中文版 )")
Test Browser: Edge (Global Speed downloaded from Edge Addons)
Test Website: Mainly Bilibili
Trigger probability: almost always
Used input method
Some are able to use under the Chinese mode 1.微软输入法(microsoft's ) 2.微信输入法(wechat's)
Some are unable to use under the Chinese mode 1.讯飞输入法(iFly) 2.小狼毫(weasel)
Both the four can change the speed by shortcut keys under English. BTW, 微软&微信 have been updated high frequency, 讯飞 hasn't been updated since 2020.
