As proposed, this would drive me round the bend. Tips per se aren't a bad idea, as long as they don't get in the way. Having them appear unbidden is just hideous. (GitHub must be doing it right, because I don't recall seeing a "ProTip" there and I don't know how to summon one.)
I realize I'm not the target audience anyway, but I'd be surprised if we have a lot of users who would want tips showing up when they're trying to work.
They are really unobtrusive on Github. They aren't a separate pop up.

Anyway this is something for the future.
Maybe we could have a set of "ProTip!" like git hub does (I love these because you learn stuff without needing to read documentation)

could appear the first time you have a pop up in a session
Or the first annotation you make ☼ ProTip! "You can make additional annotations quickly by copying and editing existing annotation"
