Write a script to store the Chado allele systematic IDs in Canto #2770

Once alleles have stable IDs, we'll need to load them into Canto and store them with the alleles.

This script is done. I've tested it locally but it needs a full load with all the new allele code to confirm.

After the systematic IDs are implemented, we'll running this script nightly to update new alleles in Canto sessions that match a Chado allele.
