small, subtle BioPortal URL change #759

The nice people at BioPortal have made a tiny change to their URL syntax: they've changed '&t=' to '#' near the end. Example:

http://bioportal.bioontology.org/ontologies/FYPO/?p=classes&conceptid=http%3A%2F%2Fpurl.obolibrary.org%2Fobo%2FFYPO_0002398#visualization

It's not an emergency because URLs in the old format are still working, but it's probably a good idea to update before they stop working.

I've made the change in the code. It will change in the tool next time I re-release.
