was increased protein localization to cell surface the placeholder? (if not this looks wrong because 'cell surface' is external and cdc15 is cortical

Hi @ValWood. That was not the placeholder. That was a wrong annotation, so good catch. I actually did not add the term, in the mentioned commits I only added the vegetative growth one, so this should remain open. I will do this for the next release.
