Add capability to upload apps through load balancer #161

Would like to be able to use the web interface to upload applications.
Jonathan has support for this on his dev machine but am unable to reproduce
it with the newest tools he has pushed. Current error message is:

There was an error with your submission:
We were unable to verify your secret key with the head node specified in
your locations file. Are you sure you have the correct secret key and
locations file? Secret provided: [D0Hqb5gQn6IOTMB5wyjYanFiMOxrNECh] Head
node IP address: [(IP omitted but is the correct head node)]

I believe this issue has been addressed by the changes made for node 
co-location. I
am unable to reproduce it. If this issue crops up again we can re-open this 
ticket.
