Transactional Assignment of Numeric IDs From ZooKeeper #190

ZooKeeper provides nodes with atomic increment (which not all of our
databases provide). AppScale needs unique ids for entities and transaction
ids. Protocol buffer servers must have access to ZK to interface with GAE.
