Allow FQDNs to be in ips.yaml instead of just IP addresses #54

Currently we require that the ips.yaml file used in Xen deployments have
only ip addresses, but in some cases the machine also has a fully qualified
domain name. Need to change how we take in the ips.yaml file to allow FQDNs
as well as just IP addresses.

- Change is done, will be in next release of AppScale.
