Errors with the URL parameters are not reported in the HTTP request when format=plain #1

If a bad "name" or "package" parameter is provided and "format=plain", a
blank page is returned.  However the error shows up in the GAE SDK log. 
Contrast this to the HTML format where the parameter error is reported.
