Different results reported in format=plain v. format=html #34

What steps will reproduce the problem?
1. Create a test suite
2. Run tests in format=plain
3. Run tests in format=html

What is the expected output? What do you see instead?
Expected: Test results are the same, regardless of format.
Actual: HTML shows 9/9 tests succeeding, plain shows 4 failures.

What version of the product are you using? On what operating system?
Google App Engine devserver 1.3.3
Windows 7
GAE __version__: "#Revision: 2.0.0a $"

Please provide any additional information below.
Attached is the test file for which I am experiencing this issue.
