Down arrow and _ in sidebar don't have tooltips

What steps will reproduce the problem?
1. Move your mouse over the + in the top-right part of the sidebar
2. An informative tooltip appears
3. Move it over the next 2 buttons
4. No tooltips! I'm not quite sure what those buttons do.

What is the expected output? What do you see instead?
A tooltip saying what do those buttons to.

What version of the product are you using? On what operating system?
"0.9.1-0ubuntu0~ppa5"
