configsToResolve config elements are not sorted #139

What steps will reproduce the problem?
1. Resolving for all module or doing File -> Synchronize

What is the expected output? What do you see instead?
I want to have configsToResolve config elements sorted by value. Since a Set is 
used the order changes and conflicts arise in the iml files.

What version of the product are you using? On what operating system?
1.0.10 IvyIdea plugin, 13.1.5 Intellij, OSX 10.9.5

Please provide any additional information below.
Is there a way to contribute?
