Default ivysettings.xml not used #93

A project with no ivy settings file resolves fine with command-line ivy and via 
ant, but resolution in ivyidea fails with "no resolver found" errors. 
Extracting ivysettings.xml from the ivy jar to the project directory and using 
that as the settings file is a successful workaround.

Ok, I've committed a fix in SVN trunk, it would be great if you could give it a 
try to check that it indeed solves your problem. If it does, I'll create a new 
release.
