WIN64 build fails to open ZIP archive #167

Please have a look at the attached screen shot. Trying to open the ZIP leads to 
an error message.

PeaZip Portable 4.6 WIN64

Thank you for reporting, it seems an issue related with character handling 
under Windows (Lazarus IDE internally uses UTF8 encoding, which needs to be 
translated, and this is possible to various degree for the different internal 
functions).
To understand better this specific issue I need to know if ü is the 00FC 
character (which I can handle correctly with Italian locale) or another 
character, and what is the system language.

This bug ist still present in PeaZip 4.7.2.
