Can a Windows installation binary be made for this?

I don't understand exactly what you mean with this.
It's as simple as doing a "easy_install" or "python setup.py install" on the 
code. That's the standard way of 
installing Python packages.
I don't think an "installation binary" is appropriate for a module like this 
one.
