mtx io handler added. mtx.gz is not supported yet. do we also need to support 
this?

Support for mtx.gz means reading and writing zipped matrix market files.  I 
would vote to skip mtx.gz.  I'm going to close this ticket for now.  If someone 
wants the zipped format directly in pysal please reopen the ticket.
