Reading [this 
post](http://www.r-bloggers.com/read-big-text-files-column-by-column/) I 
thought it would be nice to have a similar functionality in PySAL csv reader. 
That is one of the main drawbacks of other easy csv readers in python (e.g. 
pandas.read_csv).
