Create pysal exceptions #56

We may want to use exceptions to provide more informative errors to the end 
user.

One example would be for the alignment of weights and variables, and/or 
user specified ids and a weights object.

There are likely to be other areas where this might prove useful.

The direction of this ticket is ambiguous but the discussion should continue on 
pysal-dev.  Once we have 
hashed out the details and have more acute tasks we can document them as 
issues.
