Close dossier is buggy #104

What steps will reproduce the problem?
1. When all debts are approved by the SocialWorker, the dossier should be 
closeable (in clientdebts). 
2. This does not always happen. I think this may happen when CreditorLinks are 
deleted or removed from the application.

What is the expected output? What do you see instead?
