C.3.4 Move the line (horizontal ruler) further down #115

The black line (horizontal ruler) should be moved further down. You moved the 
header of the table down, not the black line. We wanted to increase the space 
between the form and the horizontal ruler.

The space above and below the line should be the same as the space between the 
line and the header of the table below it. Please note that the number of 
elements in the form is not fixed (there can be extra fields in the form, 
depening on the data). 

You must make sure that the horizontal ruler is shown relative to the form.

When testing this on a live system, it appears that the issue is not solved. 
Please see the attached screenshots.

The first screenshot shows a large space between the form fields and the 
horizontal ruler. The second screenshot shows the form fields top touch the 
horizontal ruler. The horizontal ruler should adapt and follow the form above.

I make change on this page, but unfortunately I can't reproduce the 'vorige' 
input form to show up, would you check it whether it's correct or still need 
revision :)
