Code blocks leave orphans and widows #303

What steps will reproduce the problem?

A document with a code block across the end of the page can leave single 
lines on either side, and that sucks.

Test case coming.

New code to fix this was enabled in r2049. Not closing the issue because this 
is not 
configurable yet, and needs more testing.
