Add support for BitKeeper

What steps will reproduce the problem?
1. Open a file that's under Bitkeeper revision control
2. Do ":VCSDiff"
3. error ensues

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
using beta29 on Linux

Please provide any additional information below.
Bitkeeper has a directory called SCCS in each controlled directory.  This 
contains all the revisions and permissions and stuff.

This was filed as a defect, but in fact it's an enhancement request, low 
priority.  I 
don't know how to change this.

I'm not familiar with BitKeeper, but would welcome an implementation of such an 
extension.
