Closes #131

Introduces an residual load analysis that compares resdiual load and firm capacities.
Determines firm capacity deficits (resulting from deviations from ENTSO-E modelling) per market area and assignes these as the maximum allowed output for artificial shortage sources.
Introduces maximum output limitations for artificial shortage sources.

To be merged once pommesinvest has been updated accordingly and runs have been found to terminate successfully.

Model runs showed overall sound results. The only issue is that there was some shortage capacity for Italy found towards the end of the optimization horizon. This shall be addressed in a dedicated issue. Thus, this one is ready for a merge.
