Fix minimum and maximum output exceeding availability #44

Fixes that minimum and maximum output were able to exceed the given availability since the minimum load profile values for heat and ipp plants included values as high as 1.

Note that this might affect simulation results (not yet checked for).

@yannickwerner: Would you please review if your time allows? I haven't checked yet how this fix influences model outcomes, but I expect it to slightly drive up costs. I'll dig into that.

@yannickwerner: I think in terms of the latest development, this one should be the most critical feature since it influences the dispatch outcome. Anyways, in my humble opinion, it addresses and resolves a real logical bug in the implementation. Thus, I'll go ahead and merge it as well. Feel free to add your review anyways. I'll let you know what the results looked like having this one included.
