PyPI packaging needs to be done #5

I'll try and tackle the PyPI packaging. I assume, this might resolve the sphinx-autobuild issues which are obviously due to imports not yet working properly.

The package structure is revised. The following two things still keep us from the initial PyPI release:

one sphinx autobuild failing for dispatch_model.py
The mathematical model formulation is not yet completely layed down.

I'll fix this and then make it available on PyPI (after testing with testPyPI).

I resolved the problems. This one is finished now. I'll do the testPyPI and then the PyPI upload. Meanwhile, I'll close this one and issue a pull request once everything is up and running.
