Problem description

In order to prevent shortage happening outside Germany and to allow for a repeated solving with fixed investments, integrate changes from https://github.com/pommes-public/pommesdata/issues/127 into pommesinvest

Suggested fix and TODOs

Revise implementation of artificial shortage sources
Calculate costs based on commodity costs and markup factor.
