I am not an expertise in this, but from my wild thinking is it possible to have an app which users can access without internet once they install? This is just a concern for those people without smart phones and have limited access to internet because some of this cases happens in rural areas where internet connection is a problem leave alone owning a smart phone.

@gracekibatha Thank you for the concern, I intend to collaborate with developers who will be able to create an application that will require no internet, mark you some of these persons in the rural places do not have Android phones. We are also working on a platform where they will have a toll free number and the report will be made to all the players just like the Android Platform.

I like the idea of toll number. Please consider those who those who use windows phone as well though it's few people who use them. I use one and I find myself been locked out from installing some apps.
