Remove all occurrences of Heroku in the README.md file #134

That means the way the app is setup must also change. We can't assume that Heroku exists. This is not a one off application. https://github.com/ponder-lab/Imperative-DL-Study-Web-App

They may also not use MySQL, they may use postgres. That's where Django comes in. Use the power Django.
