These do the same thing! Clearly I wrote the second after forgetting that I'd already written the first. Looks as though getTreatmentLevel is the better-written function and more widely used. Probably getTreatmentStep should be removed and its three usages changed to getTreatmentLevel. Need to make sure surrounded code is fully covered by tests first, of course.
