Corral now has the ability to run a script when fetching or updating a dependency. This PR adds a script to build Windows libs when this package is fetched into a project.

I think we shouldn't merge this until after corral is released with the aforementioned functionality.

@kulibali I think the installation instructions in the README needs updating based on this change.
