This commit

updates install instructions to rely on Fedora COPR packages and Ubuntu Launchpad PPA packages where applicable.
updates release instructions to account for the new COPR/PPA packages that need to be confirmed to be successfully built.
clarifies some requirements/steps in the release instructions
