[Feature Request] Partaly encrypted wallet (public addresses decrypted #279

I would love to have a partaly encrypted wallet allowing the user to not have to type in a password when the software starts up and loads the wallet This would not compermise security as the private keys are still encrypted

Any issue not specific to the Litecoin port should be submitted upstream.
