As discussed - handle at the top that sets both the top and bottom padding
Users can still overide by going into settings,
I think this is the final thing we need to make the Layout Block super powerful. Setting padding is still not very intuitive (i.e you do it by adding padding to a block).
How about we do something like coblocks do with their new Shape Divider Block

So padding can be set interactively :)
