Once global header background image is added, the per page header background image does not show #6

After testing I noticed that if I upload a global header background image to the site using the option in the WordPress customizer, no matter what color or header background I use on a post/page it does not show.

The post/page level setting should override the global setting.

The post/page level setting is overriding the global setting.
