raspberry pi 4 21.10 2 will not upgrade #313

How did you upgrade to 21.10? (Fresh install / Upgrade) Fresh Install SSD on raspberry pi 4

Related Application and/or Package Version (run apt policy $PACKAGE NAME): In terminal

Issue/Bug Description: The following packages have been kept back: gir1.2-mutter-8 libmutter-8-0 0 upgraded, 0 newly installed, 0 to remove and 2 not upgraded.

Steps to reproduce (if you know): sudo apt upgrade after update

Expected behavior: The following packages have been kept back: gir1.2-mutter-8 libmutter-8-0 0 upgraded, 0 newly installed, 0 to remove and 2 not upgraded.

What command are you running to upgrade? Does sudo apt full-upgrade do anything differently?

If not, please provide the full output of sudo apt update, apt policy gir1.2-mutter-8 libmutter-8-0, and sudo apt install gir1.2-mutter-8 libmutter-8-0.
