Found out that I needed to reconfigure dpkg again.
sudo dpkg --configure -a
then just have apt
do a fix broken:
sudo apt --fix-broken install
In my case this was not sufficient, had to follow the instructions here: https://web.archive.org/web/20200128172851/shearer.org/Debugging_Dpkg_Problems
How did you upgrade to 21.10? (Fresh install / Upgrade)

Issue/Bug Description: Ran
sudo apt update && sudo apt upgrade
Got this result:Steps to reproduce (if you know): Unknown. I have had this install for I think over a year now? I just hadn't updated my machine in a few days.
Expected behavior: I was expecting a normal update to my packages
