Issue/Bug Description: Unable to install Japanese(Mozc) Input Source

Steps to reproduce (if you know): Open up Settings, navigate to Keyboard, go to Input Sources, and add an Input Source. Select Japanese, note there is now no Japanese(Mozc) Input Source available. This was available in 21.10 and before.

Expected behavior: Ability to select and add the Japanese(Mozc) source
