I don't think it's useful to have in the template, not all developers know French so it's either going to add an extra step of deleting it, or accidentally keeping it and having broken translations for the few keys that exist in the template. And even if you do, doing translations right away is not a great idea because you'll have to update multiple places for each change while iterating, and you're going to have to rename the file and change pretty much all values to match your app which is more work than creating it yourself.
