Bug: Notifications: "Notification Settings..." button is hidden when there are no notifications in the drawer #227

Mousing over it highlights the section though, so I think the button is present, but it's just being cut off by the size of the notification tray

This should be fixed by a libcosmic update, #214 updates libcosmic, so it should fix the issue.
