FR: wobbly windows and ability to make plugins with shaders #673

Is there any support for desktop effects? Aside from glorious wobbly windows, there are lots of other plugins that are worthwhile for accessibility and functionality, like invert or other colour transformations, desktop zoom, track mouse. Lots of examples in kwin and wayfire.

Custom shaders can't be integrated into cosmic at this time.
