Special Character Entry defects #176

Through the cosmic-settings > Input > keyboard > Special Character Entry

  1. The pop-up for alternate characters can't be grabbed/moved
  2. The pop-up for alternate characters can't be closed
  3. The compose key doesn't seem to work. I changed it to alt-right - it doesn't work
