I believe that the behavior of Windows 11 is just perfect here,
Personally, I use the maximize window shortcut a lot, and almost never the one to split the windows horizontally. So it make sense to only divide the windows when it is already in fullscreen (imo), and don't provide a specific shortcut to do that.
I also like the fact that you can use the corner layout with only 2 shorcuts, it's very intuitive.
And be able to reduce a window with [win + down] is a plus.
I don't think it's possible to do this with KDE or Gnome, and I find that a shame. On KDE at least, I was always forced to change the default to maximize.
