I like that it supports what COSMIC is currently using, that will greatly simplify integration! IMO It's worth looking into for sure.
After looking a bit more into it, i think we probably want to use pontoon.
And honestly, the UI is so much better than weblate. Clearly the go to solution.
As a localizer for a decade I'm going to heavily recommend Weblate over Pontoon. Pontoon being by Mozilla means that money that could be used to develop the tool is being used on administrative overhead like CEO pay of $7 million USD. Further, it's at risk of having increasingly fewer development resources as Mozilla continues to layoff developers.
Weblate is going to be the easy recommendation for several reasons. Weblate offers both a libre gratis and self hosted option. This allows System76 to put a few critical apps on Weblate's own infrastructure to focus on building out cosmic-epoch, then as apps and DE mature and development and infrastructure resources have more bandwidth, move to the self hosted option. Weblate is also used by a significant number of open source projects. Of note are other OS projects like openSUSE and ElementaryOS. This means System76 has a great deal more support from the FOSS community in setting up things. Weblate being highly used also means Weblate itself is offered in a significant number of languages whereas Pontoon itself is only in English. For localizers, it means a familiar tool and workflow that they contribute with on other FOSS projects like the aforementioned OSes as well as a couple of thousand other FOSS projects. With Weblate you can translate Weblate. With Pontoon you can contribute to Firefox and a few other Mozilla products, but not Pontoon itself which should tell you something about the limitations of Pontoon.
It would be nice to use an existing tool for translation.
I discovered weblate.
Advantage: FOSS, Popular, still maintained
It support Fluent. Here is some link to the Tor Project that also use fluent and weblate:
the fluent file (they seems to handle all project translation in a separate repo) the corresponding file in weblate
