[Feature Request] Screen Timeout and Dimming

Hi there! Couldn't find in the desktop or any other issue keeping tabs on the matter of screen timeouts/dimming so here is one.

The screen timeout is the configured time for the screen to turn off, it usually:

• includes locking the screen up to a minute or two after it has gone to black (the delay would be to give time to shake the mouse or press a key before having to type the password again).
• is an expected feature in desktop environments.
• is to allow for energy efficiencies, and prevent screen burn-in for older monitors.

It also would be pretty to see a gradual fade into it. Given that gradual fade afaik probably requires a filter like the 'night light'/'warm light' filter. It would be nice to be able to control this same filter in the UI (or CLI like the xrandr CLI had the ability to) if you do not have backlight controls; an o.s. brightness control for desktops. Maybe even in the same UI that the hardware brightness control is rather than just it being absent otherwise.

It would also be good to have software dimming for monitors that are bright even at the minimum backlight level. Of course, the ideal solution would be getting a better monitor, but for people on a budget it would help out a lot.
