Can confirm this, i was able to reproduce this with Virtualbox.
FYI it does work* on QEMU/KVM but it does sometimes crash.
There were improvements to VM support post ISO creation, so it might be fixed in the next ISO.
Enabling 3D acceleration in VirtualBox fixed this for me.
For VirtualMachineManager, I was also getting the same errors. However I found that when changing the video device to VGA or QXL I was able to get it booted and installed.

In my QUEMU/KVM it only works with QXL. I installed libvirglrenderer1
as someone suggested, but that didn't help either.
I am also seeing the same error message as https://github.com/pop-os/cosmic-epoch/issues/498#issuecomment-2276429016. I got passed it by enabling 3D Acceleration. But I am seeing a lot of tearing and can't continue with the installation.
Host info: OS: Windows 10 22H2 Model: Latitude 5400 GPU: Intel(R) UHD Graphics Graphics 620 VirtualBox version: 7.0.20
Update: I just installed Alpha 2 on VirtualMachineManager
and no longer encountered this issue.
I re-tried on VirtualBox 7.1.2 and Apha2, same issue as I have reported above, see this link - https://github.com/pop-os/cosmic-epoch/issues/498#issuecomment-2278957970.
The installation window has too much tearing that I can't read anything on the installation window. Other applications work just fine.
